{"id":1036,"date":"2020-05-05T11:55:20","date_gmt":"2020-05-05T18:55:20","guid":{"rendered":"https:\/\/www.crimeandconsequences.blog\/?p=1036"},"modified":"2020-05-05T11:55:46","modified_gmt":"2020-05-05T18:55:46","slug":"major-surprise-no-arrest-policy-leads-to-rampant-crime","status":"publish","type":"post","link":"https:\/\/www.crimeandconsequences.blog\/?p=1036","title":{"rendered":"Major Surprise: No-Arrest Policy Leads to Rampant Crime"},"content":{"rendered":"<p>On March 18, the Philadelphia Inquirer <a href=\"https:\/\/www.inquirer.com\/health\/coronavirus\/philadelphia-police-coronavirus-covid-pandemic-arrests-jail-overcrowding-larry-krasner-20200317.html\">reported<\/a>, &#8220;Police Commissioner Danielle Outlaw notified commanders Tuesday that police will be delaying arrests for nonviolent crimes, including drug offenses, theft, and prostitution.&#8221;<\/p>\n<p>Evidently the Chief did not anticipate the result <a href=\"https:\/\/6abc.com\/philly-merchants-alarmed-by-mobs-of-people-shoplifting\/6141438\/\">reported<\/a> by WPVI last Thursday.<!--more--><\/p>\n<blockquote><p>A group of 20 merchants in Philadelphia say policies set forth by the city during the COVID-19 pandemic has caused an alarming epidemic of shoplifting, and in some cases, mobs of people.<\/p>\n<p style=\"text-align: center;\">*\u00a0\u00a0\u00a0\u00a0\u00a0 *\u00a0\u00a0\u00a0\u00a0\u00a0 *<\/p>\n<p>In other instances, merchants say people are filling their back packs with merchandise seemingly with no fear the law will catch up with them.<\/p>\n<p>&#8220;People are coming in the store, they&#8217;re loading their bag and they&#8217;re actually telling us the law, that they&#8217;re not gonna get locked up,&#8221; said merchant Sukhvir Thinb.<\/p>\n<p style=\"text-align: center;\">*\u00a0\u00a0\u00a0\u00a0\u00a0 *\u00a0\u00a0\u00a0\u00a0\u00a0 *<\/p>\n<p>&#8220;It&#8217;s a lawless city, it&#8217;s the Wild West. That&#8217;s what&#8217;s happening here,&#8221; said Vincent Emmanuel, treasurer of the Delaware Valley Franchise Owners Association.<\/p><\/blockquote>\n<p>The next day, the PD changed the policy, WPVI <a href=\"https:\/\/6abc.com\/philly-police-change-modified-arrest-policy-for-non-violent-offenders\/6143608\/\">reports<\/a>.<\/p>\n<blockquote><p>In a statement issued Friday, the department said suspects for several offenses will now be arrested and &#8216;processed in the traditional manner.&#8217;<\/p>\n<p>Those offenses are:<\/p>\n<p>-Burglary<br \/>\n-Theft From Auto<br \/>\n-Theft from Person<br \/>\n-Stolen Auto<br \/>\n-Retail Theft<\/p><\/blockquote>\n<p>Here is the Chief&#8217;s explanation:<\/p>\n<blockquote><p>&#8220;At the time of the change, the Department was clear in that the list of offenses was subject to review and revision as conditions continued to evolve,&#8221; stated Police Commissioner Danielle Outlaw, adding, &#8220;Predictably, conditions have, in fact, evolved in dynamic fashion. Accordingly, we have reviewed our current protocols and have made several adjustments.&#8221;<\/p><\/blockquote>\n<p>What is &#8220;predictable,&#8221; indeed certain, is that the crooks would react to the initial policy in that manner. Why did it take a news story to prompt the revision?
