The Homelessness, Drug Addiction & Theft Reduction Act, a California ballot initiative to limit the damage from 2014’s disastrous, Soros-funded, Proposition 47, among other things, will be on the November ballot as Proposition 36. The Cal. Secretary of State released the ballot measure number list yesterday.<\/p>\n

The initiative’s provisions are summarized in Section 2:<\/p>\n

SECTION 2. Purposes and Intent
\nThis measure will reform laws that have dramatically increased homelessness, drug addiction, and theft throughout California.
\nThis measure will:
\nA. Provide drug and mental health treatment for people who are addicted to hard drugs such as fentanyl, cocaine, heroin, and methamphetamine.
\nB. Add fentanyl to existing laws that prohibit the possession of hard drugs while armed with a loaded firearm.
\nC. Add fentanyl to existing laws that prohibit the trafficking of large quantities of hard
\ndrugs.
\nD. Permit judges to use their discretion to sentence drug dealers to state prison instead of county jail when they are convicted of trafficking hard drugs in large quantities or are armed with a firearm while engaging in drug trafficking.
\nE. Warn convicted hard drug dealers and manufacturers that they can be charged with murder if they continue to traffic in hard drugs and someone dies as a result.
\nF. Reinstate penalties for hard drug dealers whose trafficking kills or seriously injures a drug user.
\nG. Increase penalties for people who repeatedly engage in theft.
\nH. Add new laws to address the increasing problem of “smash and grab” thefts that result in significant losses and damage, or that are committed by multiple thieves working together.<\/p><\/blockquote>\n

An evaluation by the California Legislative Analyst, which does its job reasonably straight, is available here<\/a>.<\/p>\n

Pay no attention to the Attorney General behind the curtain. The AG office unit that does the titles and summaries was once apolitical, back when we had ethical AGs, but those days are long behind us. I’m not even going to link to it.<\/p>\n

None of this will mitigate the damage from another ill-conceived initiative, Proposition 57. That will require another initiative.<\/p>\n","protected":false},"excerpt":{"rendered":"
