The fear of being mugged, or even stabbed or pushed onto the tracks at random, is a major problem. Beyond that, though, people don&#8217;t want to ride in a system that is filthy or where they are constantly harassed.<\/p>\n<p>To deal with that, the powers that be will have to commit progressive heresy. They will have to acknowledge that Wilson and Kelling were right all those years ago. Order matters. Small crimes matter.
